لاَ تَصْلُحُ اَلْإِمَامَةُ إِلاَّ لِرَجُلٍ فِيهِ ثَلاَثُ خِصَالٍ وَرَعٌ يَحْجُزُهُ عَنْ مَعَاصِي اَللَّهِ وَ حِلْمٌ يَمْلِكُ بِهِ غَضَبَهُ وَ حُسْنُ اَلْوِلاَيَةِ عَلَى مَنْ يَلِي حَتَّى يَكُونَ لَهُمْ كَالْوَالِدِ اَلرَّحِيمِ. وَ فِي رِوَايَةٍ أُخْرَى حَتَّى يَكُونَ لِلرَّعِيَّةِ كَالْأَبِ اَلرَّحِيمِ .

The Prophet Muhammad (S):

None is worthy of leadership except for a man who has three characteristics: piety that prevents him from disobeying Allah, clemency with which he controls his anger, and maintaining excellent guardianship towards his people, such that he treats them like a compassionate father.

الإمام جعفر الصادق (عليه السَّلام ):

اتَّقُوا الحُكومَةَ ؛ فإنَّ الحُكومَةَ إنّما هي لِلإمامِ العالِمِ بالقَضاءِ ، العادِلِ في المُسلمينَ ، لِنَبيٍّ أو وَصيِّ نبيٍّ.

Imam Ja‘far al-Ṣadiq (as):

Beware of governance, for verily governance is for the leader who is knowledgeable about judgment, just among the Muslims, [it is] for a prophet or the successor of a prophet.
