When Imam Ali, peace be upon him, put Ziyad ibn Abih in place of Abdullah ibn Abbas over Fars (in Persia) and its revenues, he had a long conversation with him in which he prohibited him from collecting the land tax before it came due. Therein, he said: Act on justice and keep aloof from violence and injustice because violence will lead them to forsake their abodes, while injustice will prompt them to take up arms.

In this important guidance from Imam Ali (as) to Ziyad ibn Abih, the Imam emphasizes the critical importance of justice in governance and administration. He warns against the dangers of oppression and injustice, indicating that such actions can lead to severe consequences, including unrest and rebellion.

1. The Importance of Justice

  • Foundation of Governance: Imam Ali underscores the essential role of justice in effective governance. Fair treatment fosters trust and loyalty among the governed, which is vital for a stable society.
  • Moral Responsibility: Rulers and leaders have an ethical obligation to uphold justice by ensuring their decisions are fair and equitable.

2. Consequences of Oppression

  • Rebellion and Resistance: Injustice (الحيف) can incite people to take up arms against their oppressors. This reflects the idea that unfair treatment can lead to conflict and resistance, undermining the authority of those in power.

3. Promoting Peaceful Coexistence

  • Building Trust: By advocating for justice and fairness, leaders can create an environment where people feel secure and valued, reducing the likelihood of conflict.
  • Encouraging Cooperation: A just approach encourages cooperation between the rulers and the ruled, fostering a sense of community and shared purpose.

Practical Implications

  1. Implement Fair Policies
    • Leaders should create and enforce policies that promote justice and fairness in all dealings, particularly in taxation and resource distribution.
  2. Listen to the Grievances of the People
    • Establish channels for feedback where citizens can voice their concerns about injustices or grievances, ensuring that their voices are heard and considered.
  3. Educate on the Importance of Justice
    • Encourage discussions and education on the significance of justice within communities to foster a culture of fairness and understanding.
  4. Monitor and Evaluate Leadership Practices
    • Implement systems to monitor the actions of leaders and officials to ensure that they adhere to principles of justice and do not engage in oppressive practices.
  5. Promote Conflict Resolution
    • Establish mechanisms for peaceful conflict resolution that allow grievances to be addressed before they escalate into larger issues.

Conclusion

Imam Ali’s (as) guidance to Ziyad ibn Abih emphasizes the fundamental role of justice in governance and the dangers of oppression and injustice. By highlighting the potential consequences of such actions, the Imam advocates for a leadership style rooted in fairness, empathy, and respect for the rights of others. This teaching serves as a timeless reminder for leaders and individuals alike to prioritize justice in their interactions and decisions, fostering a peaceful and stable society.
